See if you can reach Doping Journal from another building or another computer. If you can, the problem is likely in your machine.

See (if applicable) if you can reach web pages of your institution. If you can not, the problem, again, is likely in your machine. Otherwise try the following:

See if you can reach other internet sites outside of your institution. If you can not, the problem is likely in your connection to the internet.

For the above problems contact your local network administrator or your Internet Service Provider (but not The Doping Journal).
